As part of the PDA profile, R+A will conduct a high-level review of the General Plan direction (including a <br /> coordination meeting with City staff and the General Plan Update consultant), zoning, and other city plans or <br /> polices affecting the area, as well as relevant existing plans or policies from other sources such as BART, <br /> Alameda County. This will include an assessment of current City, County, and BART policies and other <br /> governmental and physical factors that will influence the feasibility of transit-oriented development, the status <br /> of proposed or planned Bay Fair area capital improvement projects. The purpose of this review will be to <br /> identify policy parameters and guidance for the area. R+A will work with VMWP to review existing public- <br /> sector and private-sector plans for the area to understand which components have been implemented and <br /> which have not, and to better understand the success or lack of success of past efforts in the area. <br /> R+A will provide context for the relationship between the planning area and the surrounding area, including <br /> identifying opportunities for positive benefit to the surrounding unincorporated neighborhoods, Alameda County <br /> East 14th Street PDA project area, and County property within the planning area. <br /> Along with the evaluation and research of physical context, demographic, active policies, and site context, the <br /> PDA Profile Report will identify issues, constraints, or concerns that will need to be addressed during the <br /> planning process. R+A will work with VMWP to identify key opportunity sites for future transit-oriented <br /> development and relevant data associates with identified properties. <br /> The draft PDA Profile Report will be presented to the TAC and CAC for review and comments. <br /> Task 1.4: Transportation Memo. As a parallel deliverable to and part of the PDA Report, KAI will provide a Transportation Memo September 2015 <br /> brief memo describing area parking supply, traffic conditions, existing multi-modal network, transit service and <br /> patronage, the status of planned transportation improvements, and applicable BART and AC Transit <br /> plans/policies, including BART extension to Silicon Valley, as well as related issues and constraints for plan <br /> development. <br /> The existing conditions analysis would include the following elements: <br /> • Current street classifications <br /> • Current and future transportation improvements <br /> • Pedestrian facilities <br /> • Bicycle facilities <br /> • Transit services and facilities <br /> RAIMI + ASSOCIATES: BAY FAIR BART TRANSIT VILLAGE TOD SPECIFIC PLAN MAY 18, 2015 I PAGE A-2 <br />
