R+A will integrate content into a completed Implementation section of the TOD Specific Plan, which will include a list of measurable actions to implement goals of the Specific Plan (including Zoning Code and/or General Plan amendments). Task 3.3 Public Review of Draft TOD Plan. Based on CAC and TAC input, R+A will prepare a Draft TOD Specific Plan December 2016 Public Review Draft TOD Specific Plan and circulate for formal public review and comment. During (Redline and Clean Public the public review period, City staff and CAC members will also conduct active public outreach by Review Version) presenting the Draft Specific Plan to targeted stakeholders (e.g., homeowner associations, Chamber of Commerce) to solicit comments. A community workshop will also be conducted by the consultant team on the Public Review Draft to receive public input. The Planning Commission will conduct a public hearing and forward a recommendation to the City Council on the Draft Specific Plan (including recommendations for Zoning Code and/or General Plan amendments). Task 3.4 Final Draft. (R+A with sub-consultant support) The City Council will hold a public Final TOD Specific Plan March 2017 hearing to adopt the Final Specific Plan. The consultant team will then prepare the Final Specific (Redline and Clean) as Plan (including recommendations for General Plan and/or Zoning Code amendments). This task adopted by City Council also includes the consultant team assisting City staff in initiating other elements of the implementation program as outlined in the adopted Specific Plan.
