• <br /> 7) LIGHT AND GLARE <br /> EFFECT: The construction of a new automobile dealership would include the placement <br /> of lighting standards throughout the property. New forms of light and glare associated with on- <br /> site uses will also include interior nighttime lighting of the showroom and display vehicle areas. <br /> While the proposed change in land use would likely result in a moderate increase in the amount <br /> of glare produced on-site during the evening hours,the additional light and glare would not be <br /> substantial given current retail, commercial and industrial lighting in the project vicinity. <br /> MITIGATION: All lighting fixtures shall be designed and equipped with shields to eliminate <br /> off-site glare. <br /> FINDING: This change has been required in, or incorporated into the Project and will <br /> avoid potentially significant environmental impacts as identified in the Initial Study. <br /> 8) LAND USES <br /> EFFECT: The proposal to develop an automobile dealership on property that is currently <br /> developed with food manufacturing uses(former Safeway Preserves Plant)represents a change <br /> in the existing land use. The property is zoned IG-Industrial General with an S-Overlay. <br /> Automobile uses are permitted under this district. The appropriate infrastructure is available to <br /> connect future improvements with existing utility lines as this is an in-fill location. <br /> FINDING: No significant environmental impacts are anticipated. <br /> 9) HAZARDOUS MATERIALS AND EFFECT ON HEALTH <br /> EFFECT: The applicant has prepared a preliminary environmental site assessment(ESA) <br /> and an Asbestos Survey Report. The Preliminary ESA reports that no hazardous substances or <br /> hazardous wastes were observed or stored on the site. Three underground storage tanks (UST) <br /> previously containing diesel fuel were permanently removed in December 1989. Not all affected <br /> soil and groundwater was removed upon UST removal. In order not to disturb the structural <br /> integrity of the Boiler Building, an undetermined amount of affect soil was left in place. Closure <br /> was granted by the California Regional Water Quality Control Board (RWQCB) in May of 1996. <br /> The Case Closure summary document issued by Alameda County Health Care Services in 1996, <br /> indicates that due to the affected soil left in place, corrective action should be reviewed prior to a <br /> change of land use. <br /> MITIGATION: Prior to issuance of building permits, affected soil and groundwater shall <br /> be remediated to the satisfaction of the City of San Leandro Environmental Services Division <br /> and the Regional Water Quality Control Board. <br /> EFFECT: An Asbestos Survey Report indicates that asbestos-containing material (ACM) <br /> 4 <br />
