• • <br /> and asbestos-containing construction material (ACCM)have been found in several areas within <br /> the on-site buildings that are proposed for demolition. <br /> MITIGATION: Prior to issuance of demolition permits, the applicant shall secure the <br /> proper permits from the Bay Area Air Quality Management District for removal of asbestos- <br /> containing materials in the existing buildings. Written notification is required by the EPA, <br /> National Emission Standards for Hazardous Air Pollutants (NESHAP)Asbestos Regulations, at <br /> least 10 working days prior to beginning any work for disturbance or removal of greater than 100 <br /> square feet or 160 linear feet of asbestos-containing materials. FINDING: These changes <br /> have been required in, or incorporated into the Project and will avoid potentially significant <br /> environmental impacts as identified in the Initial Study. <br /> 10) TRAFFIC <br /> EFFECT: A Traffic Impact Study was prepared for the applicant by Fehr& Peers <br /> Associates, Inc. and studied four intersections. Under Existing Conditions,two signalized <br /> intersections operate at acceptable Level of Service (LOS) C or better during both the AM and <br /> PM peak hours. For the unsignalized ramp intersections, all movements except the left turns are <br /> uncontrolled and experience no delays. The left turn movements at the unsignalized intersections <br /> of Marina Boulevard with I-880 on-ramps operate at acceptable LOS D during the AM peak hour <br /> and non-acceptable LOS F during the PM peak hour. Trip generation,based on the number of <br /> employees, indicates that the proposed project will produce approximately 79 trips during the <br /> AM peak hour and 113 trips during the PM peak hour. <br /> The addition of traffic from the proposed project results in marginal increases in delays at <br /> the study intersections, however, all intersections continue to operate at the same service levels <br /> as without the project. Since the project does not produce any eastbound left-turns at the Marina <br /> Boulevard/I-880 Northbound on-ramp intersection,there are no significant impacts at this <br /> intersection. The project contributes 21 vehicles to the already failing westbound left-turn at the <br /> Marina Boulevard/I-880 Southbound on-ramp during the evening peak hour. This is less than <br /> five percent of the existing left-turn volume, and is not considered a significant impact. <br /> FINDING: No significant impacts from traffic are anticipated. <br /> 11)HAZARDOUS MATERIALS <br /> EFFECT: The proposed automobile dealership includes several service areas,which <br /> would be utilized to perform diagnostics and repair of vehicles. Potential hazardous/flammable <br /> materials typically found in this type of use include,but are not limited to: motor oil,petroleum <br /> products, batteries, and various solvents. Use of these materials is highly regulated by local and <br /> state agencies. <br /> MITIGATION: As a standard condition of approval,the applicant shall be required to file <br /> 5 <br />
