Task 4 – Value Engineering

Geophysical Survey: A seismic refraction survey will be developed along the downslope edge of the
roadway. Empirical estimates of drilling and coring ability and earthwork factors may also be obtained from
the seismic velocities of soil and rock layers.

Develop Stabilization Limits and Alternatives: Stabilization limits will be developed based on
pavement distress and the depth to bedrock indicated on the boring logs from a previous subsurface
exploration completed by Treadwell & Rollo, and identified in the geophysical survey. Three feasible
stabilization alternatives will be developed with varying costs and applications.

Conceptual Estimates: Consultant will generate conceptual engineer’s estimates for each alternative. The
cost for each alternative will be normalized in dollars per foot of roadway.

Risk Register and Evaluation: A risk register will be developed for each alternative to summarize the
pros and cons to each alternative. The alternatives will be evaluated based in the risk and ranked in
order to arrive at the selected alternatives for stabilizing Lake Chabot Road. Risk register guidelines
will follow Caltrans standard format.

Design Alternatives Memorandum: Consultant will produce a design alternatives memorandum
summarizing the findings for each alternative. The memorandum will be submitted to the City for review
and discussion.

Meeting with City: A meeting will be scheduled with the City to discuss the alternatives, select a
preferred alternative, and initiate the preparation of plans, specifications, and engineers estimate.

Task 4 Deliverables
• Design Alternatives Memorandum

Task 5 – Plans, Specifications, And Estimates

Site Visit: Prior to the development of 30% PS&E, Consultant will schedule a site visit to identify any
additional site constraints applicable to the preferred alternative.

30% PS&E: The preferred alternative will be developed and refined to a 30% design level and a
plan set will be prepared in 12 x 18 inch PDF format using AutoCAD Civil 3D 2017.

It is anticipated that the 30% plan set will include the following sheets:

• Title Sheet
• Typical Sections
• Layouts and Pavement Elevations
• Drainage Plans and Utilities
• Stabilization Plan and Elevation
1091
