Deliverables: Consultant shall provide preliminary cross sections and a preliminary grading plan <br />(1”=50 ft). <br />Schedule: 6 weeks after completion of task 4 <br /> <br />Task 7: ENVIRONMENTAL PERMITTING <br />Consultant shall prepare regulatory permit applications and support for the Project. <br /> <br />The following tasks describe developing permit applications and supporting documentation for <br />the following agencies: <br />1. USACE Section 404 dredge/fill permit <br />2. RWQCB Section 401 Water Quality Certification/Waste Discharge Requirements <br />3. San Francisco Bay Conservation and Development Commission (BCDC) permit <br />4. California Department of Fish and Wildlife Streambed Alteration Agreement <br /> <br />7.1 Jurisdictional Delineation <br />Consultant shall conduct a delineation of potential jurisdictional waters of the U.S. at the project <br />site. The delineation will be conducted in accordance with the U.S. Army Corps of Engineers <br />(USACE) 1987 Wetland Delineation Manual and 2008 Arid West Regional Supplement. <br />Consultant shall present the result of the delineation in a report that is consistent with the <br />USACE South Pacific Division’s 2016 Minimum Standards for Acceptance of Aquatic <br />Resources Delineation Reports. The report will include an assessment of the jurisdictional status <br />of each feature delineated within the project site. Consultant shall prepare an administrative draft <br />Aquatic Resources Delineation Report for review by the City. Consultant shall then revise and <br />submit a draft Aquatic Resources Delineation Report to the USACE for verification. Consultant <br />shall organize and attend one (1) field visit with the USACE to review the delineation. Based on <br />feedback received from the USACE, Consultant shall prepare and submit a final Aquatic <br />Resources Delineation Report to the USACE. <br /> <br />Deliverables: Administrative Draft Aquatic Resources Delineation Report <br /> Draft Aquatic Resources Delineation Report <br /> Final Aquatic Resources Delineation Report <br /> <br />Meetings: One field visit to conduct jurisdictional delineation <br />One field visit with USACE review wetland delineation <br /> <br />7.2 Biological Assessment <br />Consultant shall prepare a formal Biological Assessment (BA) documenting the existing <br />biological resources and habitats at the proposed project site, the potential for the presence of <br />state- or federally-listed species known to occur in the project vicinity, the potential effects of the <br />proposed project on those species, and conservation measures, if needed, to reduce or eliminate <br />adverse effects of the proposed project on listed species or their habitats. An administrative draft <br />shall be prepared based on field reconnaissance surveys, habitat assessments, and a review of <br />available information sources. The draft BA shall be submitted to the City for review and <br />comment. Consultant shall revise the draft BA based on City and/or Consultant comments, and <br />prepare and submit the final BA in a format that can be easily submitted to the USACE, U.S. <br />1122
