File Number: 19-335 <br />the agreements are part of the CDBG public services budget (see below). The ECHO Fair <br />Housing Counseling Agreement is funded under the CDBG Administration budget. As a recipient <br />of federal funds and in support of the City’s goals to celebrate diversity, the City affirmatively <br />furthers fair housing regulations by contracting with ECHO Housing to provide fair housing <br />services. All five projects were approved by the City Council as part of the FY 2019-2020 HUD <br />Annual Action Plan. To date, these organizations have met or exceeded their annual objectives <br />and provide needed services that are vital to the community. <br />Public Services: <br />CALICO - Child Abuse Intervention Project - $22,000 <br />·Provides family support services for children who have suffered abuse. <br />Davis Street Family Resource Center - Basic Needs Program - $42,941 <br />·Provides food, clothing, childcare, job readiness training, medical and mental health <br />clinics, and social services to low-income people. <br />SOS/Meals on Wheels - Meal Delivery to Homebound Seniors - $29,000 <br />·Provides support services to low income seniors. <br />Spectrum Community Services - San Leandro Senior Nutrition Program - $17,500 <br />·Serves seniors hot, nutritious meals. <br />General Administration: <br />ECHO Housing - Fair Housing Counseling - $10,000 <br />·Provides fair housing services. <br />Current Agency Policies <br />Current City Council policy is defined by the FY 2015-2019 Consolidated Plan, adopted by <br />Resolution No. 2015-080 on April 20, 2015. <br />Previous Actions <br />On May 6, 2019, the City Council approved the FY 2019-2020 Action Plan, which contains the <br />five programs/projects described above. <br />Environmental Review <br />National Environmental Protection Act (NEPA) environmental reviews of each project are <br />complete. <br />Board/Commission Review and Actions <br />On April 24, 2019, the Human Services Commission approved staff’s recommendations to award <br />Page 2 City of San Leandro Printed on 6/12/2019 <br />78
