Miller Planning Associates <br />Proposal <br />City of San Leandro <br />Objective Development Standards <br />City of Palo Alto Comprehensive Plan & Housing Implementation Ordinance <br />Jean Eisberg of Lexington Planning led a Zoning Ordinance update to <br />remove constraints to multi -family housing production through a local <br />density bonus program (an alternative to Senate Bill [SB] 35), <br />increased FARs, reduced parking requirements, by -right standards, <br />and streamlined review by removing two decision-making bodies <br />from the review process. The project included analysis of the City of <br />Palo Alto's ordinance, a parking occupancy study, interviews with <br />developers and architects who regularly use the City's code, and a <br />series of study sessions and hearings with the City's decision -makers. <br />The ordinance went into effect in May 2019. As of October 2019, Jean <br />is now working with the City of Palo Alto on an SB2-funded project to <br />prepare objective standards. <br />Project Contact: Jonathan Lait, Director, City of Palo Alto <br />(650) 329-2679 <br />ionathan.lait@citvofpoloalto.org <br />Entitlement Assistance & Senate Bill 35 Applications <br />(Berkeley, EI Cerrito, Emeryville, and Los Altos) <br />Since 2015, Jean Eisberg of Lexington Planning has provided <br />entitlement assistance services to Rhoades Planning Group, a <br />development consulting firm. She prepares entitlement applications <br />for multi -family infill residential and commercial projects, rezoning <br />analyses, and land use and housing yield analyses. Responsibilities <br />include preparation of use permit applications, California <br />Environmental Quality Act (CEQA) analysis, coordination with project <br />architects and engineers, and project representation at hearings.
