Environmental Checklist <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 17 <br />Environmental Checklist <br />Pursuant to CEQA Guidelines Section 15183, projects consistent with the development density <br />established by existing zoning, community plan, or general plan policies for which an EIR was <br />certified may not require additional review unless there may be project-specific effects that are <br />peculiar to the project or site that were not adequately addressed in the EIR for the general plan. In <br />approving a project meeting the requirements of Section 15183 of the CEQA Guidelines, a public <br />agency must limit its examination of environmental effects to those the agency determines in an <br />Initial Study or other analysis: <br />Are peculiar to the project or the parcel on which the project would be located <br />Were not analyzed as significant effects in a prior EIR on the zoning action, general plan, or <br />community plan, with which the project is consistent <br />Are potentially significant off-site impacts and cumulative impacts which were not discussed in <br />the prior EIR prepared for the general plan, community plan or zoning action <br />Are previously identified significant effects which, as a result of substantial new information <br />which was not known at the time the EIR was certified, are determined to have a more severe <br />adverse impact than discussed in the prior EIR <br />The purpose of this checklist is to assess consistency between the proposed project and the City of <br />San Leandro General Plan, and to compare the proposed project with the effects above to <br />determine if additional environmental review is required under CEQA, in accordance with CEQA <br />Guidelines Section 15183. <br />Relationship of the Proposed Project to Previous EIR <br />Analysis <br />The City of San Leandro adopted the 2035 General Plan on September 19, 2016, as an update to its <br />2015 General Plan. At that time, the associated EIR was certified and its Mitigation Monitoring and <br />Reporting Program was adopted by the San Leandro City Council. <br />City of San Leandro 2035 General Plan <br />The project would be located entirely in the City of San Leandro. The General Plan is the <br />fundamental document governing land use development in the city and includes goals and policies <br />relating to economic vitality, land use, growth management, transportation, parks, open space, <br />conservation, safety, noise, public facilities, and utilities. The project would be required to abide by <br />all applicable goals and policies in the adopted General Plan. The General Plan land use designation <br />for the project area is Low-Medium Density Residential. The Low-Medium Density Residential <br />designation is intended for attached and detached single family residences on small lots. The project <br />would result in a gross density of 7.5 dwelling units per acre, which is within the allowed gross <br />density range of 7 dwelling units per acre to 11 dwelling units per acre. Consistent with General Plan <br />Policies LU-1.1, 1.13, and 2.8, the project would support the on-going upgrading of the city’s <br />housing inventory and encourage infill development that creates a more cohesive character that is <br />compatible with the existing surrounding residences by constructing 18 single family residences and
