Minimum Qualifications of the Independent Police Auditor <br /> <br />Subject to the discretion and judgment of the City Manager, the IPA shall at a minimum have <br />professional experience, certifications, and other qualifications specifically related to law <br />enforcement agency personnel investigations, and California law related to the Public Safety <br />Officer’s Procedural Bill of Rights Act (California Government Code Section 3300 et seq., also <br />known as “POBOR”). <br /> <br />Before appointment, the IPA shall be subject to a full background check, confidentiality oath or <br />agreement, and training on access to SLPD personnel investigations and records. <br /> <br />IV. SCOPE OF SERVICES <br /> <br />The following scope of work is intended to cover the range of tasks the IPA may address over <br />the course of the contract with the understanding that the amount of time spent on any one task <br />may vary over time. <br /> <br />1. Serve as the law enforcement subject matter expert to the Board. <br />a. Attend all monthly Board meetings. <br />b. Assist the Board with the preparation of their annual report including workplan. <br />c. Provide training to the Board including but not exclusive to: <br />i. Public Records Act requirements <br />ii. Public Safety Officer Procedural Bill of Rights <br />iii. Internal Affairs Investigation <br />iv. Officer Involved Shootings Investigation <br /> <br />2. Review of SLPD Cases <br />a. Internal Affairs Investigations: <br />i. IPA will review all Department Internal Affairs investigations involving <br />complaints against police officers that allege excessive or unnecessary <br />force, <br />ii. IPA will review some or all other Department Internal Affairs <br />investigations, including internally initiated allegations of misconduct, <br />against police officers to determine if the investigation was complete, <br />thorough, objective, and fair. <br />iii. IPA may attend Internal Affairs interviews of any civilian <br />witness/complainant. The IPA may ask questions directly of civilians at <br />the end of the interview in a manner that will not disrupt the timeliness or <br />violate POBOR. <br />iv. IPA shall make a request, in writing, to the Police Chief for further <br />investigation whenever the IPA concludes that further investigation is <br />warranted. <br />v. Unless the IPA receives a satisfactory written response from the Police <br />Chief, IPA may make a request in writing to the City Manager for further <br />investigation.
