<br /> <br /> <br /> 18 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />Urban-Wildland Fire <br />Urban-wildland fires occur where the built environment and natural areas are intermixed, leading to the <br />potentfal for injuries, fatalitfes, and damage to infrastructure systems, causing a cascade of subsequent impacts. <br />Because of the mix and density of structures and natural fuels combined with limited access and egress routes, <br />fire management is more complex in urban-wildland environments. The City of San Leandro lies adjacent to <br />thousands of acres of potentfally flammable coastal scrub and forested open space. The City also has several <br />locatfons, partfcularly along San Leandro Creek, with large eucalyptus trees and other highly flammable <br />vegetatfon and combustfble litter. <br />Wind Event <br />Strong winds accompany the most severe winter storms in San Leandro and can cause damage, leading to power <br />outages, road closures, clogged creeks and culverts, damage to structures and cars due to fallen trees, and wind - <br />driven wave erosion. Although all of San Leandro is affected by wind, coastal areas tend to be impacted more <br />frequently by strong wind incidents. The most frequent wind events tend to have short-lived impacts on urban <br />forestry, primarily downed trees and powerlines.
