<br /> <br /> <br /> 34 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Reestablishing an economic and social base that instflls confidence in the community members and <br />businesses regarding community viability. <br />• Rebuilding by integratfng the functfonal needs of all residents and reducing its vulnerability to all <br />hazards. <br />• Demonstratfng a capability to be prepared, responsive, and resilient in dealing with the consequences of <br />disasters. <br />The primary objectfve of short-term recovery operatfons is to return vital life support systems to minimum <br />operatfng standards. Short-term recovery actfvitfes may include: <br />• Damage assessment <br />• Debris removal <br />• Utflity restoratfon (i.e., water and power services) <br />• Essentfal transportatfon restoratfon <br />• Provision of temporary housing <br />Damage Assessment <br />Informatfon on the level of damages or status of safety hazards supports situatfonal awareness and identffies <br />gaps in survivor needs following an incident. The damage assessment process consists of several steps. <br />• Rapid Damage Assessment: Conducted to locate and identffy casualtfes and hazards and to aid the <br />directfon of response efforts. <br />• Initial Damage Estimate: Conducted to identffy and document damage and initfal cost estfmates to <br />support requests for state and federal assistance. <br />• Joint Preliminary Damage Assessment: Conducted to determine the impact and magnitude of damage <br />and the resultfng unmet needs of the community and ultfmately provide financial assistance for <br />recovery. <br />Long-Term Recovery <br />Long-term recovery actfvitfes typically focus on restoring the City to a “normal” pre-disaster state or an improved <br />“new normal” state with increased resilience. Long-term recovery requires significant planning to maximize <br />opportunitfes and mitfgate risks after a major incident. Long-term recovery can contfnue for years and may <br />include the following: <br />• Reconstructfng public and private facilitfes and infrastructure. <br />• Planning and rebuilding of housing. <br />• Implementfng waivers, zoning changes, and other land-use legislatfon to promote recovery. <br />• Providing long-term assistance to displaced families, including financial support and social and health <br />services. <br />• Restoring the local economy to pre-disaster levels. <br />• Integratfng mitfgatfon strategies into rebuilding efforts. <br />• Recovering disaster-related costs. <br />Following a significant incident, the City of San Leandro or Alameda County may open a Local Assistance Center <br />(LAC) to support recovery. LACs provide a centralized locatfon for services and resource referrals for unmet
