<br /> <br /> <br /> 20 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Field: Where emergency response personnel and resources, under the command of responsible officials, <br />carry out tac�cal decisions and ac�vi�es in direct response to an incident or threat. The City of San <br />Leandro Police, Fire, or Public Works Departments are typically involved at the field response level. <br />• Local Government: Includes individual ci�es, coun�es, and special districts. As a local government, the <br />City of San Leandro manages and coordinates overall emergency response and recovery ac�vi�es <br />citywide. This may involve ac�va�ng the City of San Leandro Emergency Opera�ons Center (EOC) or <br />coordina�ng other ac�vi�es. <br />• Opera�onal Area: Encompasses the county and all poli�cal subdivisions, including special districts. The <br />Alameda County EOC may be ac�vated for complex or county-wide incidents to support local <br />governments' management and coordina�on of resources, informa�on, and priori�es. The Alameda <br />County EOC also serves as the link between local and regional levels. <br />• Region: The Cal OES Region manages informa�on and resources among OAs and coordinates overall <br />state support of emergency response opera�ons within the region. The City of San Leandro is located in <br />the “Coastal” Cal OES Administra�ve Region and Cal OES Mutual Aid Region “II.” <br />• State: The Cal OES state level priori�zes tasks and coordinates state resources in response to requests <br />from regional levels. Cal OES headquarters also coordinates mutual aid among the mutual aid regions <br />and serves as a link to the federal emergency response system. <br /> <br />Figure 1: SEMS Organizational Levels <br />The City of San Leandro uses SEMS to manage the response to mul�agency and mul�jurisdic�onal emergencies <br />and to coordinate between responding agencies at all levels during incident response. <br />3.2.
