A JIC may be established at various levels of government and <br />may include PIOs from mul�ple agencies, departments, and organiza�ons. The JIC coordinates all messaging <br />through the EOC Director and public informa�on staff. When necessary, the JIC will coordinate with outside <br />agencies, such as the Alameda County OA JIC. <br />Alert and Warning <br />The City of San Leandro emergency alert and warning program incorporates mul�ple systems to reach the <br />broadest target popula�on. Specific circumstances of the incident dictate the method of aler�ng. Common alert <br />and warning methods include: <br />• Alert and warning systems: Integrated alert systems allow authorized users to issue cri�cal public alerts <br />and warnings. Alerts and messages can be sent via text or email, broadcast on television and radio, and <br />delivered via phone. These systems include the Integrated Public Alert and Warning System (IPAWS) and <br />AC Alerts. <br />• Social media: The City of San Leandro uses social media to engage in an official, two-way dialogue with <br />large groups of people. Many departments maintain their social media accounts to support <br />dissemina�ng coordinated public informa�on. The City website may also publish official incident <br />updates. <br />• News media: The PIO will coordinate directly with local news media to support message dissemina�on <br />and amplifica�on. <br />• In-person: The Police Department and Fire Department may conduct in-person no�fica�on using horns, <br />speakers, and door-to-door warning. These techniques are typically used in conjunc�on with other <br />aler�ng methods. <br />• Community-based messaging: Resilience Hubs and other community-based organiza�ons support <br />message distribu�on among their communi�es and clients. Community-based messaging primarily <br />amplifies other distribu�on methods and reaches tradi�onally underserved and/or marginalized <br />communi�es. <br />The City of San Leandro is dedicated to ensuring equity and cultural competency in all emergency alerts and <br />warnings. Mul�ple inclusive communica�ons methods support delivering life-safety and �me-sensi�ve <br />informa�on to vulnerable popula�ons. The City partners with trusted messengers to keep public informa�on <br />delivery when possible and may incorporate the following into its communica�ons strategy: <br />• Mul�ple languages (e.g., translators, American Sign Language interpreters) <br />• Alterna�ve formats (e.g., closed cap�on, large print, audio, Braille) <br />• Tradi�onal news media (e.g., radio, television) on culturally relevant programming <br />• In-person no�fica�ons of vulnerable communi�es <br />• Use of trusted community partners (e.g., Resilience Hubs) <br />
