Authorize the City <br />Manager to Execute Amendment No. 1 to the Consultant Services Agreement with LAZ Parking for <br />Parking Enforcement Services Through June 30, 2027 for a Total Not to Exceed Amount of $1,006,140 <br />COUNCIL PRIORITY <br />·Economic Development <br />·Public Safety <br />RECOMMENDATION <br />Adopt two resolutions to extend the consultant services agreement with Dixon Resources <br />Unlimited (Dixon) for Parking Program Management Services and the consultant services <br />agreement with LAZ Parking (LAZ) for Parking Enforcement Services through June 30, 2027. <br />BACKGROUND AND ANALYSIS <br />In 2017, the City Council adopted the Downtown Parking Management Plan to guide policies and <br />regulations for parking in Downtown San Leandro. Staff retained Dixon to help implement the <br />work of the Downtown Parking Management Plan, which included a strategy to aid future <br />land-use, economic development decisions, and increase the sustainability of Downtown San <br />Leandro. <br />The expertise and experience of Dixon has proven crucial to the ongoing success of the <br />Downtown Parking Program. Dixon has expertise in parking technology, operations, and strategy <br />and a thorough understanding of San Leandro’s parking needs. On June 21, 2022, the City <br />Council authorized the first year of a three-year proposal from Dixon for Parking Management <br />Services. On July 10, 2023, Council approved funding for the remaining two years. Staff <br />recommends extending the Consultant Services Agreement and requested a two-year proposal <br />from Dixon to continue parking program management, management of the parking enforcement <br />program, support with meter and pay station installation, financial revenue forecasting, license <br />plate reader data collection and analysis, and an update to the 2017 Downtown Parking <br />Management Plan. The proposal, dated April 7, 2025, outlines the services to be provided by <br />Dixon for a monthly fixed fee of $7,000. Dixon’s proposal is included as an Attachment C to this <br />report.
