File Number: 25-204 <br />On July 8, 2022, the City Council entered into Consulting Services Agreement with LAZ Parking <br />for Parking Enforcement Services through June 30, 2025 following a Request for Proposals <br />competitive bidding process. In the past year LAZ staff have transitioned from ambassadors of <br />the parking program providing information to enforcing parking restrictions. While LAZ primarily <br />focuses on the Downtown, they also enforce the parking meters around Bancroft/Dutton and the <br />parking permit program on Alvarado St. Intermittently, they enforce street sweeping regulations in <br />the posted areas. <br />The City requested a two-year proposal from LAZ to continue the parking enforcement program <br />and expand their services to provide repair and maintenance of the parking meters. LAZ has <br />proposed to provide parking meter repair and maintenance services on a time and materials <br />basis not to exceed $23,900 annually. <br />In response to growing concerns regarding illegal and unsafe parking at City parks, staff <br />requested a proposal for a pilot program to provide parking enforcement on weekends April 1 - <br />September 30. The goal of this program is to proactively address frequent parking violations that <br />negatively impact public safety, park access, and surrounding residential neighborhoods during <br />peak usage seasons. To enforce parking at City parks, LAZ has proposed two parking <br />enforcement officers working six-hour shifts each on Saturday and Sunday. The cost of the <br />program is anticipated to be offset-partially or fully-by citation revenue from common violations <br />such as red curb parking, double parking, parking on the grass or landscaped areas, and <br />blocking driveways. These types of violations have increased in recent years due to higher park <br />visitation and limited off-street parking at many park sites. Currently, the Police Department <br />responds to parking violations on a complaint basis, and enforcement is inconsistent due to <br />limited patrol resources. By assigning dedicated officers through LAZ, the City can provide <br />consistent and visible enforcement that will deter repeat offenders, improve overall traffic safety, <br />and protect park infrastructure and landscaping. <br />The proposal, dated May 19, 2025, outlines the enforcement services to be provided by LAZ for <br />an annual cost not-to-exceed $446,360, the meter repair and maintenance services to be <br />provided for an annual cost not-to-exceed $23,900 , and the Pilot Parking Enforcement Program <br />for Parks at an annual cost not-to-exceed $32,810 (representing a total cost of $503,070 per <br />year). LAZ’s proposal is included as Attachment E. Amendment No. 1 to the Consulting Services <br />Agreement between the City and LAZ for Parking Enforcement Services is recommended for <br />Council approval. <br />Implementation of the Downtown Parking Management Program has had some challenges these <br />past three years due to staffing turnover and delays in repair and replacement of meters. The <br />parking team, which includes Public Works, City Manager’s Office, Community Development , and <br />Police Department staff, are continuing to implement the Downtown Parking Management Plan <br />including adding additional paid parking in the Downtown. An update to the 2017 Downtown <br />Parking Management Plan will also include analysis of parking time restrictions in the area to <br />provide unpaid parking options to Downtown employees within a few blocks of their place of <br />employment. The Parking Fund shortfall is projected to decrease in FY 2025-2026 as operational <br />efficiencies are executed , and in FY 2026-2027 revenue is projected to fully off-set expenses, in <br />an effort to make the parking program cost -neutral without reliance on a General Fund subsidy. <br />Page 2 City of San Leandro Printed on 9/4/2025
