J ermanis <br />Ci anager/Executive Director <br /> <br />DATE: <br /> <br />July 2, 2007 <br /> <br />TO: John Jermanis, City Manager ( <br />I <br /> <br />Luke Sims, Interim Communi Development Director <br /> <br />BY: Kenneth Joseph, City Engineer <br />Engineering and Transportation Department <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />MATTER OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />MAKING HEALTH AND SAFETY CODE SECTION 33445 FINDINGS AND <br />AUTHORIZING THE USE OF REDEVELOPMENT AGENCY FUNDS AND THE CITY <br />COUNCIL OF THE CITY OF SAN LEANDRO CONSENTING TO THE USE OF <br />REDEVELOPMENT AGENCY FUNDS AND APPROVING PLANS AND <br />SPECIFICATIONS AND CALLING FOR BIDS FOR THE SENIOR CENTER PHASE 1 <br />IMPROVEMENTS, PROJECT NO. 06-210-18-116 <br /> <br />This project provides for construction of the parking lot and landscape on the Senior Center <br />facility and the installation of traffic signals at the access to East 14th Street. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council consent to the use of the Redevelopment Agency funds <br />and approve the plans and specifications and call for bids for the subject project. <br /> <br />BACKGROUND <br /> <br />The senior center project consists of a 20,650 square foot building capable of supporting existing <br />and future programs and also function as the City's Emergency Operations Center. The new <br />senior center facility will have a 4,350 square foot main hall, kitchen, computer room, crafts <br />room, exercise room, two classrooms, and a staff area. Exterior seating will also be provided <br />with landscaped areas. <br /> <br />The City is working closely with the San Leandro Hospital (operated by Eden Township <br />Healthcare District) on this project. The senior center building is located at 13909 East 14th <br />Street on a parcel acquired from San Leandro Hospital. The hospital, in turn, acquired an <br />adjacent former auto dealership site at 13889 East 14th Street, which will allow for a new <br />entrance driveway and a shared parking lot between the senior center and hospital. <br />
