Climate Action Plan 5 <br />December 21, 2009 <br />Policy 16.04 -Traffic Flow Improvements Use a variety of measures to improve traffic <br />flow at congested intersections, including technologically advanced tools such as signal <br />timing and video monitoring. <br />19.06 -Reduced Trip Generation Encourage local employers to develop programs that <br />promote ridesharing, bicycle use, and other modes of transportation that reduce the <br />number of vehicle trips generated. <br />Policy 26.02 -Mitigation of Development Impacts Require measures to mitigate the <br />impacts of development or public improvements on fish and wildlife habitat, plant <br />resources, and other valuable natural resources in the City. <br />Policy 26.06 -Intergovernmental Coordination Coordinate with the appropriate <br />regional, state and federal agencies and other organizations in their efforts to conserve <br />and enhance ecological resources in San Leandro. Refer local projects to these agencies <br />as required for their review and comment. <br />Policy 27.01 -Recycling Actively promote recycling, composting, and other programs <br />that reduce the amount of solid waste requiring disposal in landfills. <br />Policy 28.01 -Conservation Advocacy Strongly advocate for increased energy <br />conservation by San Leandro residents and businesses, and ensure that the City itself is a <br />conservation role model. <br />Policy 28.02 Planning and Building Practices Lncourage construction, landscaping, and <br />site planning practices that minimize heating and cooling costs and ensure that energy is <br />efi ciently used. Local building codes and other City regulations and procedures should <br />meet or exceed state and federal standards for energy conservation and efficiency. <br />Policy 28.03 Weatherization Promote the weatherization and energy retrofitting of <br />existing homes and businesses, including the development of solar space heating and water <br />heating systems, and the use of energy-efi dent lighting, fixtures and appliances. <br />Environmental Review <br />The Climate Action Plan is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) per Section 15308 of the CEQA guidelines, Actions <br />by Regulatory Agencies for Protection of the Environment. The CAP will not have a <br />significant effect on the environment and the Plan reflects the City's independent <br />judgment and analysis. <br />Summary of Public Outreach Efforts <br />In April 2009, the City launched a public speaking tour on Climate Action, soliciting <br />community input by conducting a Climate Action Survey with homeowner associations <br />and business groups as well as on line through the City website. <br />The Climate Action Survey, which has been on the City website since June 2009, will be <br />continued until December 31, 2009. During the first month that it was posted, 200 <br />responses were collected; since July, 60 responses have been collected, but the survey <br />will remain available both as a method to collect public opinion and as an educational <br />
