COMMITTEE RECOMMENDATION: Authorization of the issuance of <br />pension obligation bonds, filing of a validation actions to refund the side <br />fund obligations of the City to the California Public Employees' Retirement <br />System (CalPERS), and designation of financial advisor, underwriter, and <br />bond counsel for pension obligation bond financing (listed as Consent <br />Calendar Items 8.D. and 8.E.). <br />b. COMMITTEE RECOMMENDATION: Approval of 2010 -11 year -end <br />budget review and resolution approving recommended budget amendment <br />adjustments (listed as Consent Calendar Item 8.1 <br />C. Matter of Airport Noise Insulation Program. <br />ADOPT: Resolution Approving Amendment No. 2 to Contractual Services <br />Agreement Between the City of San Leandro and C. Kell -Smith & Associates <br />Related to the Airport Noise Insulation Program in San Leandro (extends term to <br />December 21, 2017 for administration of the subject program). <br />2. ADOPT: Resolution Approving Amendment No. 1 to the Agreement with G. E. <br />Chen Constriction, Inc. to Include Phase 2 and Phase 3 of the City's Residential <br />Noise Insulation Program, Project No. SL -0403 (authorizes $2,403,991 in change <br />order to provide soundproofing of 73 homes in Phase 2 and 46 homes in Phase 3). <br />3. ADOPT: Resolution Authorizing City Manager, or Designee, to Expend Funds <br />Through Change Orders in the Amount Not to Exceed $475,538 for Costs Related <br />to the Airport Noise Insulation Program (provides for possible change orders <br />related to increased costs due to changes in original plans and specifications, as <br />well as federal regulations in hazmat sampling and abatement). <br />4. ADOPT: Resolution Authorizing the Appropriation of Funds from the Port of <br />Oakland to the City of San Leandro in the Amount of $5,054,071 Related to the <br />Residential Airport Noise Insulation Program (provides funding for the remainder <br />of the Airport Noise Insulation Program). <br />D. ADOPT: Resolution Authorizing the Issuance of Pension Obligation Bonds and the <br />Filing of a Validation Action to Refund the Outstanding Side Fund Obligations of the <br />City to the California Public Employees' Retirement System (CalPERS) (authorizes a <br />bond transaction to refinance the existing side fund obligation over the same term in the <br />same amount, plus the cost of issuance, and take advantage of lower bond interest rates). <br />E. ADOPT: Resolution Designating Financial Advisor, Underwriter, and Bond Counsel <br />for Pension Obligation Bond (designates Public Financial Management, Inc. as financial <br />advisor, Wedbush Securities, Inc. as underwriter, and Jones Hall as bond and disclosure <br />counsel to refund the outstanding side fund obligations of the City to the California <br />Public Employees' Retirement System [CalPERS]). <br />
