C I I Y O F S A N L E A N D R O <br /> SAN LEANDRO GENERAL PLAN UPDATE AND El <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> 9.2 City Council Hearings <br /> Barry Miller will attend at least two City Council adoption hearings on the General <br /> Plan. This will include the preparation of staff reports and PowerPoint <br /> presentations as needed prior to the hearings. It will also include attendance at the <br /> hearings, oral presentations, and responding to Council and public comments as <br /> requested. The Planning Center I DC&E and Kittelson will each attend one <br /> hearing. <br /> 9.3 Produce Final General Plan <br /> Barry Miller and The Planning Center I DC&E will prepare a Final General Plan <br /> which incorporates edits made through the public hearing process. It is expected <br /> that the Final Plan will be designed using publishing software, with color images <br /> and maps. <br /> 9.4 Update Master Plan of City Streets <br /> The Master Plan of City Streets (MPCS) represents city policy on the management <br /> of safe and efficient traffic flow on city streets. Contained in the MPCS is a list of <br /> all streets in the City of San Leandro that require future improvements together <br /> with the planned curb-to-curb and right-of-way widths and corner rounding <br /> requirements. <br /> The present MPCS was adopted in 1988 and subsequently modified in 2000. Since <br /> that time traffic conditions and development patterns have changed along with <br /> planning policy and the implementation of Complete Streets to the extent that a <br /> review of the MPCS is warranted. The MPCS will now need to be one of the <br /> implementing tools for the Complete Streets Policy, which will be integrated into <br /> the General Plan Update. <br /> Based on the City's request for services, KAI will conduct the following tasks to <br /> update the MPCS,as follows: <br /> 1. Project Initiation/Management <br /> 2. Incorporate Complete Streets Policies <br /> 3. Update MPCS <br /> 4. Update Development Fee for Street Improvements(DFSI) <br /> 5.
